MISSION FOR THE REGIONAL SECRETARIAT :
The Mission of Ruvuma Regional Secretariat is to build capacity within the Regional Secretariat and Local Government in order to deliver quality services to the Public, ensure peace and security and to be the representative of Central Government within the Region.
Mission of the Local Government Authority:
To provide timely quality services to the Community.
OBJECTIVES :
In performing its duties the Regional Secretariat rely on the following objectives,
(i) To improve services and reduce HIV/AIDs infection
(ii) To have enhanced good governance practice in the Regional Secretariet
by year 2009/2010.
(iii) To strengthen the capacity of Ruvuma Region Secretariat in carrying out
mandated functions by year 2009/2010.
(iv) To improve financial management in Regional Secretariat and Local
Government Authorities by 2009/2010.
(v) Enhanced information education and communication in Regional
secretariat by 2009/2010.
(vi) Promote use of IT and e-Government in Regional Secretariat by
2009/2010.
STRATEGES AND TARGETS FOR THE REGIONAL SECRETARIETS
STRATEGES
The strategies of the Regional Secretariet towards the achievement of stated objectives are:
Ensure that the HIV/AIDS programme at work place is developed and implemented in RS and 5LGAs by 2009/2010.
Ensure peace and tranquility maintained in Ruvuma Region by 2009/2010.
Ensure statutory and administration meetings are timely and regularly conducted in RS and 5LGAs by 2009/2010.
Participatory planning methodologies instituted and implemented to the RS and 5LGAs by 2009/2010.
National anticorruption strategy adopted and implemented in RS and 5LGAs by 2009/2010.
Ensure vacant, posts filled with qualified and skilled staff as per RS staff establishment by 2009/2010.
Ensure RS staff have a necessary qualification and skills as per their job Description by 2009/2010.
Ensure technical skills and advices are appropriately communicated in RS and to 5LGAs by 2009/2010.
Ensure there is adequate and conducive offices, equipment, furniture and other necessary working facilities by 2009/2010.
Ensure Monitoring and Evaluation system is developed and Implemented in RS and 5LGAs by 2009/2010.
Ensure the open review and Appraisal systems (OPRAS) is introduced and operationalized in RS and 5LGAs by June 2010.
Ensure clean certificate for RS and 5LGAs are constantly acquired by 2009/2010.
Ensure internal and external financial control and Management systems is installed and implemented by 2009/2010.
Ensure advocacy strategy for RS developed and implemented to its stakeholders.
Ensure sector policies, guidelines and regulations are timely reviewed, interpreted and dissenated by 2009/2010.
Ensure client service charter for RS developed and operationalised by 2009/2010
Ensure Management information system is installed implemented in RS and 5LGAs by 2009/2010.
Ensure leaders, service staff, TAs, PS and Registry staff are trained on use of IT and e-Government by 2009/2010.
